However, uploading the same files is still causing the same errors.

It was a configuration in Phoca Download, an upload setting limit that overrides everything else (Administrator > Components > Phoca Download > Options button on upper right of page > Uploads tab > updated necessary values )

Not indicated what unit of measurement is given (no indication whether MB or KB). To test and solve issue, adjusted values by adding zero (0s) after each required values.
