Appearing UnpublishedCOM_WEBLINKS_1_FILTER_LABEL on some Helix framework generated templates, Joomla 3, I noticed this error when weblinks filter is enabled on a menu item on a Weblinks component menu type. Example of seen issue on below screenshot:

Updating the settings within Apache

(if you have access to the root folder of your server, or on local machine using WampServer or XAMPP). Check this page on finding your php.ini file in your webhosting. For local machines using XAMPP or WAMP (just do a simple file search on the application folder)

Failed to connect to your database server. The server reports the following message: SQLSTATE[HY000] [2000] mysqlnd cannot connect to MySQL 4.1+ using the old insecure authentication. Please use an administration tool to reset your password with the command SET PASSWORD = PASSWORD('your_existing_password'). This will store a new, and more secure, hash value in mysql.user. If this user is used in other scripts executed by PHP 5.2 or earlier you might need to remove the old-passwords flag from your my.cnf file.
